Handling Requirements of Specific Procedure
1 Handling Scope
The products which are in conformity with the inspection principle of specific procedure, appendix of announcement No.20, 2005 by State Certification and Accreditation Administration:
1) The import products in “Catalogue” purchased by the government
2) The import products in “Catalogue” purchased by the government for unexpected event
3) The import products in “Catalogue” for main economic construction/engineering project
4) For other special uses and reasons

3 Application documents (3 copies)
(1) a formal application letter should include the content as following:
1) Name/Address of applicant and manufacturer, introduction/description of applicant and manufacturer;
2) the use of applied product;
3) The reason why failed in certification, and submit the evidence;
4) Name, trade mark, quantity, specification/type of applied product; submit the serial number of the product if available (if there are many, attach a detail list); should submit VIN number and engine number of motor vehicle (if there are many, attach a detail list);
5) Guarantee for the safety performance of the product, self-statement for the responsibility of safety of the product during the manufacture/using process (if the product is for sale, should provide maintenance/service promise);
6) willing to pay for related inspection fee;
7) Promise to not use or sell the applied product before being permitted by inspection and quarantine organization;
8) Promise to send back the applied product to export country or destroy the applied product under the supervision of inspection and quarantine organization, if the product can not be past the inspection;
9) Guarantee for the truth/legality of the documents submitted, and promise to help State Certification and Accreditation Administration or related export/import inspection and quarantine organization to investigate the truth/legality of the documents;

(2) Copy of applicant industrial and commercial business license (with seal)
(3) Product coincidental statement, explain which safety standard are met by this product.
(4) Submit the copy of import license (with seal) if necessary.
(5) Submit the copy of quota certificate (with seal) if necessary.
(6) Commercial contract, bill of lading, packing list, copy of invoice (with seal)
(7) Other official certificates, e.g. submit government purchasing contract/instructions when it’s the government wants to purchase/import; submit the formal document from government department when it’s the government wants to import the product for unexpected event; submit instruction/letter from related government department when it’s necessary to imported for main economic construction/engineering project. Submit the certificate from inspection and quarantine organization directly under the local government when the receiver is not in Shanghai.
* Remarks:
1 This procedure is for the products without CCC certification but have special uses and special reasons, or we will not accept the application that products without both CCC certification and specific reasons.
